Approach

The Consultancy will be conducted based on the foregoing concepts and emerging practices in VET. We would like highlight a few of the more interesting points about the consultancy:

UTHM as a Center for TVET Development – Since our establishment in 1993, UTHM has been extensively involved in the area of TVET, and thus in the enviable position of fully comprehending the various aspects involved in TVET education, be it from the teaching point of view or even from the learning paradigm.   UTHM as a consultant who are at the same time educators as well as students of TVET is a fully fledged accredited University with a deep working knowledge TVET and its relationship with national development.  In this respect, we have a team that is fully rounded in terms of experience from every known paradigm within the education system and structure. In effect, this consultancy mirrors the cornerstone behind the creation of UTHM.  Thus, our organization is able to provide a wider and comprehensive perspective and provide more services for value that will contribute to the overall success of this project.

New Model of TVET for Industrializing Countries – Malaysia has been acknowledged as one of the most technologically developed Muslim majority countries. It has also been recognized in assisting the development of the successful models of TVET in S.E. Asia, making this region one of the fastest and consistently growing regions in the world for economic, social and educational development over the last 30 years.  The TVET model implemented and introduced in Malaysia is a combination of Asian skills and excellent knowledge of TVET from developed countries.

‘Adapt’ not ‘Adopt’ Philosophy – This approach which is extensively applied in projects involving TVET by us, ensures that the needs and requirement of a given country is taken into account in the formulation of curriculum and training in TVET education.  Adaption rather than adoption means that the design of the project would examine best practices of TVET in various countries to find out how they may be adapted to best meet the needs of Jordan.  We have seen too many times countries try to copy or “adopt” a program directly from another nation only to find that it does not work in their setting.

Unique Project Structure and Composition – Our project consists of an integrated team that has been selected to provide all the skills that are required by the tasks.  It also includes some very senior persons who have vast experience in reforming national TVET systems.  This consultancy is very special and cannot be accomplished by any ordinary team of consultants.  In this case there is no substitute for direct experience in conceptualizing, modifying and restructuring large national TVET educational systems.  We have also added on a very important element of our Senior Advisory Board as described below.

Unique Senior Advisory Board – Since this project involves a high level restructuring of the entire VTC system for vocational training, we have included a special mechanism to obtain high level input from experienced senior people who have been involved with TVET over their entire careers at national levels.  The reason for this is that we feel that conceptualization of the VTC restructuring is best accomplished with the advice of people that have had similar responsibilities and/or been in a position to observe the efforts of many countries undertaking similar tasks.  It is very difficult for consultants who have not had this type of responsibility before to effectively conceptualize and implement such a restructuring.  Between them our Senior Advisory Board members have approximately three centuries of combined TVET experience!

Highly experienced Multi-skilled Consulting Team – Each of our consulting team members have decades of experience in TVET programs and possess many skills relevant to this project.  We have show the composition of their skills in our Skills Matrix in Section 4.C.2
Consultative Approach – As the re-invention of VTC requires the improvement and development of skills of VTC resources and an open mindset and perspective of VTC management, many series of consultative and discussion approaches will be applied in this consulting works. This approach is to yield consensus and commitment of all VTC resources on how VTC will be transformed.

Support from the Government of MALAYSIA – We are pleased to include in this proposal a letter of support from the Minister of Higher Education, Malaysia to the Kingdom of Jordan, that demonstrates UTHM’s participation in the submission of this proposal as well as the implementation and discharge of this Project comes with the support and blessing of the Government of Malaysia. The award of this Project to UTHM promises the possibility of expanded relations between our two countries that could grow to be of great significance in the development of education within Jordan.

Embedded ISO Procedures – The processes that form part of this proposal are all compliant to ISO procedures. The implementation of the processes within the scope of this project and any customization thereto would provide the platform for ISO certification to be attained. Extensive documentation and cross reference in the processes would ensure that the whole processes can be reviewed in future.

Sustainable Educational Development Considerations – In the course of preparing the proposal, we have undertaken the task to integrate ISO systems into the processes and procedures that will be developed for the reformation of the VTC.  This integration paves the way for longevity and sustainability of the equipments and facilities in terms of its functionality and usability.

UTHM is an expert in Training and Transfer of Knowledge – Being a university gives UTHM the luxury of being able to be directly involved in the process of knowledge transfer. As educators, UTHM is responsible in the training of its students and maintaining the quality of its graduates. This allows UTHM to be receptive to latest developments in the field of training, as it is necessary to impart the latest technical knowledge to its students to ensure its graduates are competitive in the employment market. In this regard, UTHM has also embarked on the training of entrepreneurs in the technical field to pave the way for the creation of new employment prospects for members of the society. Its life-long learning program allows the society to grow with the development of new technical and technological skills.

Special VTC Staff Training Programs:

We have included several special training mechanisms which will be vital in providing a platform from which the staff at the VTC can grow from.  UTHM is in a unique position to provide these courses and training as they are a TVET teacher and training development center.  Some of the programs will also be run by our institutional consultants, the Colombo Plan Staff College (CPSC), as they are experts in HR development for TVET.  These programs are described in the sections below.

  1. Professional Development Training:  This will occur as part of the training program described earlier.  It will help to create “Agents of Change” who be given training on key factors relating to the redevelopment of the VTC and many of them will also be able  to conduct the training for others in order to pass on their newly acquired skills and knowledge in order to have a wider impact.
  2. Masters Program:  12 persons will be selected to undergo Masters Program as described above.  These people will become the “Leaders of Change” and be able to oversee and implement the in depth transformation programs within their own departments.  They also will be supported by the “Agents of Change” as a mutually supportive effort.  (NEW NOTE: this is now an optional program pending funding by other sources,  the project or the VTC)
  3. Overseas TVET Field Study: 5 senior persons will embark on a special Overseas TVET field Study that is related to the Country Comparative Study.  This will provide to these key persons a better understanding of the different approaches that will be available to them.  It will also build relationships with senior people in the Government of other countries and may lead to G to G cooperation.  This group will be part of the “Champions of Change” group that are drawn from Top level management.  (NEW NOTE: this is now an optional program pending funding by other sources,  the project or the VTC)
  4. Consultative Consensus building Workshops:  Throughout the consultant project we are making use of workshops which will serve to be informative and also to build consensus and affirm approval for actions.  These activities are part of the transfer of knowledge.
