A highly experienced group of former officials and consultants who have distinguish themselves on National TVET Systems in SE Asia region and in other regions internationally:

  • Dr. Jose Diaz Lacson, Consultant Team Leader / Organizational Structuring and Change Management Consultant – Dr. Lacson is a veteran and seasoned Team Leader in various international projects that had successfully reformed TVET systems on a national scale. Dr Lacson has been involved in the reforms of the Philippine Technical Education and Skills Development System. He led in the TVET portion of the Joint Congressional Commission that studied and recommended for the reforms of education in the Philippines. He was also the Project Director of two World Bank projects [Philippine Vocational Training Projects I and II]. And finally, he led in drafting the reform Laws and implemented the reforms on restructuring the “Technical Education and Skills Development Authority”, which have a governing private sector–led council responsible for national policy coordination, national planning, financing, and quality assurance of the sector. The millions of skilled overseas workers that man technical services in the Middle East [and the whole world for that matter] are indicators of its success. The Overseas Filipino Workers [OFW] have been bringing home about US Dollar 18 to 20 billion annually that have helped the Philippine economy weather the severe economic crisis.  The consultant has also been experienced in leading multi-disciplinary teams, as he had been as Chief Technical Adviser [CTA] in the ADB projects in Vietnam, Cambodia and Vanuatu. He has also been experienced in setting quality assurance systems such as Accreditation, Occupational Assessment and Certification Systems. As an avid adherent of industry-led skills development systems, he has pioneered in the design and establishment of National VET Councils, Industry Boards [IBs] and School-Industry Partnership [SIP]. As a measure of the TESDA success, Saudi Arabia has decided to continuously train their instructors and managers in TESDA in the Philippines. Dr Lacson, has led in other successful multilateral and bilateral projects such as drafting the Dual training Law and its implementation [with GTZ], competency-based training [with JICA], Manpower planning/Labor Market Information [with ILO], establishment of the National Women Training Center [with JICA], development of Regional and National Occupational Skills Standards [ROSS/NOSS]/ILO/Asia Pacific Skills Development Program, etc. Dr Lacson has been awarded the International Vocational Education and Training Association (IVETA) _ 2008 International Outstanding Leader Award in Technical Vocational Education and Training.

  • Steven McKee – Has a B.A. in International Business and also has 35 years experience in working with TVET systems and businesses in over 30 countries.  He has set up businesses on five continents and has often served as a liaison between the education sector and business for various governments.  He has chaired executive committees comprised of captains of industry to support educational initiatives and looked into various business models for education including income generation programs.  His corporate experience also includes setting up international financial structures and administration systems for small multinational corporations.
